This applies to the WhatsApp Business Platform, used through a solution provider (a chatbot or shared-inbox tool, for example) or a direct API integration.
What changed on 1 October 2026?
According to Meta's WhatsApp Business Platform pricing documentation, Meta charges per delivered message, by message category and the customer's country. Two kinds of message that used to be free are now charged:
| Message type | Until 30 Sep 2026 | From 1 Oct 2026 |
|---|---|---|
| Service message (free-form reply inside the 24-hour window) | Free | First 1,000 per number per month free, then charged |
| Utility template sent inside an open 24-hour window | Free | Charged per message |
| Utility template outside the window | Charged | Charged (no change) |
| Marketing and authentication templates | Charged | Charged (no change) |
| Messages customers send to you | Free | Free (no change) |
A few details matter:
- The 24-hour customer service window opens, and resets, each time a customer messages you. Free-form replies can only be sent inside it.
- The 1,000 free service messages are counted per business phone number. They do not roll over and reset every month.
- Messages sent in a "free entry point" window, which opens when a customer messages you from a click-to-WhatsApp ad and you reply in time, stay free.
- If your account has no payment method in Meta's Billing Hub, Meta delivers service messages only until the free 1,000 are used, then stops delivering them. Meta's pricing updates page had asked businesses to add one by 30 September 2026.
What does it cost in India?
Meta's INR rate card, effective 1 October 2026, lists these per-delivered-message rates for customers in India:
- Service: ₹0.115
- Utility: ₹0.115
- Authentication: ₹0.115
- Marketing: ₹0.8631
These are Meta's charges only. Mint's report notes they may not include taxes or your solution provider's own fees. Volume discounts apply to utility and authentication messages, not service messages.
A worked example (illustrative numbers): a single support number sends 4,000 service replies and 2,000 in-chat order updates to Indian customers in a month. That is 3,000 billable service messages (₹345) plus 2,000 utility messages (₹230), so about ₹575 in Meta charges before tax and provider fees. Small per message, but it grows with volume.
Five things SMEs should check now
1. Confirm billing on every number
Open Billing Hub in Meta Business Suite and confirm a payment method is attached to each WhatsApp Business account you send from. If a provider bills you, ask them in writing whether your account is covered for service messages.
2. Measure your real message mix
Pull September and October counts per number from your provider's dashboard or Meta's analytics, split into service replies, in-window utility updates, marketing and authentication.
3. Send one complete reply, not three fragments
Charges are per delivered message. A reply split into "Hi", "Checking" and "Here is your status" uses three messages. Train agents and bot flows to answer in one clear message where possible.
4. Reduce repeat "where is my order?" chats
Repeat status questions can make up a large share of service replies. A tracking link in the order confirmation and clear return and COD rules can cut them. Our guide on reducing RTO and COD returns covers how clearer order communication helps.
5. Review automated in-window updates
If your system sends a utility template right after a customer writes in, that message is now charged from the first one. Check with your provider whether some of these can be handled differently, and remove updates customers do not need.
What not to do
Do not cut response quality to save a few paise; a slow or incomplete reply can cost a far bigger sale. And remember that AI chatbot replies sent as normal messages are service messages too, so a chatty bot costs more than a concise one.
Where automation fits
The goal is fewer, more useful messages, not fewer customers helped. Workflow automation can answer common questions in one message, send updates at the right moment and hand complex chats to a person. Quik, Ascent24's WhatsApp automation platform, offers AI-assisted replies, automated flows, broadcasts and abandoned-cart recovery. For broader context, see how AI automation changes SME operations.
