The three template categories
Templates are the pre-approved messages you can send at any time, even when the customer has not written to you recently. Meta sorts them into three categories:
- Utility: follow-ups to something the customer did or asked for, such as an order confirmation, a shipping update, a payment reminder or a refund notice.
- Marketing: anything promotional, including offers, new product news, renewal nudges and abandoned cart reminders.
- Authentication: one-time passcodes for logins and account checks.
Normal replies you type inside the 24-hour window after a customer messages you are a separate category, called service messages.
What each category costs
These are Meta's USD list rates per delivered message, effective 1 October 2026:
| Market | Marketing | Utility | Authentication |
|---|---|---|---|
| United Arab Emirates | 0.0576 | 0.0157 | 0.0157 |
| Saudi Arabia | 0.0576 | 0.0107 | 0.0107 |
| Singapore | 0.0732 | 0.016 | 0.016 |
| Malaysia | 0.086 | 0.014 | 0.014 |
Take a store in Saudi Arabia that sends 10,000 order updates a month. As utility templates, that is about USD 107. If those same updates are classed as marketing, the bill is about USD 576. Rates can change on Meta's pricing calendar, so check the current rate card before you budget.
Since 1 October 2026, utility templates sent while a chat is open are also charged, and service replies are free only for the first 1,000 each month per business phone number. We covered that change in our post on WhatsApp service message charges.
Why one promo line makes it marketing
Meta's guidelines say a utility template must be non-promotional and must relate to the customer's own order, account or request. A template with mixed content is treated as marketing. Common examples:
- "Your order has shipped. Use code SAVE10 on your next order."
- A feedback survey that ends with an offer.
- "You left items in your cart." Meta counts this as marketing, even if the customer asked for reminders.
- Templates so vague that the purpose is unclear, such as a body that is only a variable.
Meta can change the category later
When you submit a template, WhatsApp checks the category you chose. If you picked utility and it reads as marketing, it is approved as marketing. Meta also reviews approved templates on an ongoing basis. A utility template that should be marketing gets one day of notice before the change, and businesses warned for misusing categories can see it changed with no notice. The template keeps working, just at the higher rate, so the first sign may be your invoice. You can request a review within 60 days.
How to audit your templates
- Export your template list from WhatsApp Manager and note each template's current category.
- Read every utility template and remove anything promotional: discount codes, "you may also like" lines and upgrade offers.
- Split mixed templates into two: a clean utility update, and a separate marketing message sent only to customers who agreed to offers.
- Watch the template category update webhook or the emails sent to account admins, so a recategorisation does not go unnoticed.
- Compare your monthly cost by category, and check that it lines up with what you planned to send.
Use free entry point windows
When a customer messages you from a click-to-WhatsApp ad on the Android or iOS app and you reply within the open window, Meta opens a free entry point window of up to 7 days. During that time, marketing, utility, authentication and service messages are not charged. If you run ads, sending people to WhatsApp this way can lower the cost of the follow-up messages.

FAQs
What is the difference between a utility and a marketing template on WhatsApp?
A utility template follows up on a specific order, account or request and has no promotional content. A marketing template promotes products, offers or renewals. Any template that mixes both is treated as marketing.
Can Meta change my template's category after approval?
Yes. Meta reviews approved templates and can move a utility template to marketing, usually with one day of notice. You can request a review within 60 days of the change.
Are abandoned cart reminders utility or marketing?
Marketing. Meta lists cart reminders as retargeting, which is marketing even when the customer asked to receive them.
Are any WhatsApp messages free in 2026?
Yes. Messages sent in a free entry point window opened from a click-to-WhatsApp ad are not charged, and each business phone number gets 1,000 free service messages a month.
